Peace and Conflict Research

Embedding peace research at the University of Graz within the CPD Cluster at the Faculty of Law enables a strong focus on practical relevance, informed by the normative framework of law. Within this setting, several research areas have taken shape

The University of Graz’s Conflict – Peace – Democracy Cluster (CPD Cluster) engages with international peacebuilding on several levels. The topic is central not only to teaching, but also to research, knowledge transfer, and international collaboration.

Its main activities include:

Teaching and Training

  • Delivering the university-wide master’s module International Peacebuilding and Conflict Transition (24 ECTS).
  • Teaching theories of peacebuilding, conflict analysis, conflict transformation, and international law.

Interdisciplinary Research

  • Examining the causes of armed conflict and strategies for sustainable peacebuilding.
  • Bringing together legal studies, political science, and international relations.

Practice-Oriented Peacebuilding

  • Working with peacebuilding practitioners, international organizations, and civil society actors—including through the Austrian Forum for Peace (AFP) Summer School and the Yerevan State University Summer School (LAWCONRESC).
  • Connecting academic research with practical approaches to conflict transformation and mediation.

Knowledge Transfer and Societal Impact

  • Organizing academic conferences, workshops, and public events.

Exhibition / panel discussion and interview with Prof. Jürgen Pirker at the Austrian Parliament on national minorities in Austria

Parliament: “We Are Democracy” exhibition brings greater visibility to national minorities

Peace Conference on the Protection of National Minorities (2023)

In October 2023, an international conference in Klagenfurt addressed the following questions: What do we mean by a minority or national minority? How do members of national minorities see themselves in relation to their communities? What steps are needed to recalibrate minority protection in response to today’s challenges?

Jürgen Pirker was a member of the organizing committee and moderated the panel on “Law and Politics,” featuring Univ.-Prof. Brigitta Busch (Vienna) and Univ.-Prof. Dr. Petra Roter (Ljubljana), Chair of the Advisory Committee of the Council of Europe’s Framework Convention for the Protection of National Minorities. Safeguarding the Romani Language – A Step Forward Towards the Harmonisation of Romani in Europe

To mark International Romani Language Day, the Council of Europe and the European Roma Institute for Arts and Culture co-hosted the fifth edition of the Safeguarding the Romani Language conference.

World Forum for Democracy

On 7 November, Jürgen Pirker represented the University of Graz at the World Forum for Democracy in a session titled “How to Counter Discrimination and Promote Equality and Diversity to Transcend Divides in a Society.”

The World Forum for Democracy was held in collaboration with the Council of Europe’s Anti-Discrimination Department. The session explored how democracies can harness the power of diversity to address and mitigate discrimination and exclusion. It provided an opportunity to discuss comprehensive strategies for including marginalised and minority groups, examples of good practice, and policy reforms for a more inclusive democracy.

The Peace Cluster / Peace and Conflict Studies at the University of Graz

In recent years, the Peace Cluster / Peace and Conflict Studies at the University of Graz has become one of Austria’s most visible centres for critical peace and conflict research.

Key Publications in Critical Peace Research

  • Maximilian Lakitsch (2026): Relational Peace: Navigating Pluriversal and Non-Anthropocentric International Peace Practice
  • Josef Mühlbauer / Klaus Moegling (2026): Wege zum Frieden. Perspektiven kritischer Friedensforschung [Paths to Peace: Perspectives on Critical Peace Research]
  • Josef Mühlbauer / Klaus Moegling (2025): “Komplexes Friedens- und Wissenschaftsverständnis einer kritischen Friedensforschung” [A Complex Understanding of Peace and Scholarship in Critical Peace Research], Limina
  • Josef Mühlbauer / Maximilian Lakitsch (2024): Kritische Friedensforschung [Critical Peace Research], Mandelbaum Verlag

Research at the cluster spans a broad range of topics in critical peace research, including:

  • Decolonial peace research — Conference on decolonial and local perspectives, held on 12 October 2026 at REWI and online, organized by Dr. Ksenia Radchenkova and Josef Mühlbauer.
  • Critical Realism & Peace Research - in Coopertion with the Kelman Institute, Univ.-Prof. Heikki Patomäki & Univ.-Prof. Werner Wintersteiner (CRPR Group)
  • Political violence and conflict — Guest lecture by Prof. Dr. Claudia Brunner (University of Klagenfurt).
  • Teaching on theories of imperialism and the causes of war and conflict.
  • Discussion events — REWI im Gespräch, featuring guests including Prof. Dr. Gabriele Schmölzer, Prof. Anita Ziegerhofer, and Prof. Martin Polaschek.
  • Peace journalism — Peace Talk.
  • Book presentations on critical peace research, featuring, among others, Prof. Dr. Klaus Moegling.

Ecological and non-anthropocentric approaches to peace research broaden traditional understandings of peace, which focus primarily on relationships between people or states, to include relationships between humans, non-human beings, and ecosystems. Dr. Maximilian Lakitsch is a leading scholar in this field.

A central question is whether lasting peace is possible when natural resources and habitats are destroyed, biodiversity is lost, or climate change exacerbates existing conflicts. Peace is therefore understood not merely as the absence of direct violence, but also as a condition of ecological justice, sustainable coexistence, and responsible relationships between human and non-human actors.

The term more-than-human originates in environmental and social sciences, as well as posthumanist approaches. At the University of Graz, this area of research reflects a commitment to studying peace interdisciplinarily and beyond traditional security policy concerns. It connects peace and conflict research with the ecological challenges of the Anthropocene.

Strategic Autonomy as a Peace Research Question

Josef Mühlbauer’s doctoral research examines strategic autonomy not solely as a security or defence policy concept, but as a broader political project. It encompasses at least three interconnected dimensions:

  • Economic resilience — for example, critical raw materials, supply chains, and industrial policy
  • Technological sovereignty — including semiconductors, artificial intelligence, cybersecurity, and digital infrastructure
  • Security and defence policy — including a common European security architecture, as envisaged at the time of the Helsinki Final Act and the OSCE

Josef Mühlbauer chaired and presented at a panel on strategic autonomy at Zeppelin University in Friedrichshafen, alongside, among others, Prof. Richard Sturn, Prof. Yvonne Karimi-Schmidt, and Assoc. Prof. Dr. Ursula Werther-Pietsch.

Josef Mühlbauer presented his research findings on strategic autonomy at the University of Oxford, UK.
